User can only see folders on his online drive... files are missing

Update: as I said before, the effective permissions and the folder permissions are all saying "full control" and he also has the ownership but when I dive into the folders and the subfolders and check the security on the files his username is not on these files!
It's like the permissions are only good for the folders but not the files!!!
